Building Youngstown’s Next Technology Workforce
A Youngstown Forward initiative to create practical pathways into AI integration, cloud infrastructure and the modern technology economy
Economic development in Youngstown is usually discussed in terms of what we can bring into the city: new employers, new investment, new development and, ultimately, new jobs. All of those things are necessary, but there is another side of economic development that deserves considerably more attention. We can also deliberately build something here that employers throughout the country are increasingly looking for: a workforce capable of operating within the technologies shaping the modern economy.
That is the premise behind a new workforce-development initiative being advanced by Youngstown Forward. The proposal centers on two distinct but complementary training programs: AI Integration and AWS Cloud Infrastructure & DevOps. Together, they would create multiple entry points into technology-related careers while developing a concentration of modern technical capability within Youngstown and the Mahoning Valley.
The objective is not to turn everyone into a programmer, nor is it to chase technology simply because it is fashionable. The objective is much more practical: identify skills for which businesses are developing real demand, train people to apply those skills to actual organizational problems, and create pathways through which Youngstown residents can increase their earning potential while simultaneously increasing the economic value of the region’s workforce.
The First Pathway: Practical AI and Business Implementation
Artificial intelligence is the most obvious place to begin because its usefulness now extends far beyond software engineering. Businesses are beginning to use AI for research, document analysis, customer communication, reporting, administrative work, knowledge management, data processing and a growing range of routine business functions. Yet there remains an enormous difference between having access to an AI tool and knowing how to use it effectively inside an organization.
The first stage of Youngstown Forward’s proposed AI pathway would therefore be deliberately accessible. Participants would not be expected to arrive with a computer science degree or extensive programming experience. Instead, the training would begin with AI Productivity and Business Implementation, teaching people how to use contemporary AI platforms intelligently and professionally within real working environments.
Participants would learn how AI can assist with research and analysis, business communication, document and information management, reporting, customer service and everyday administrative work. They would also begin learning how to examine a workflow and recognize where repetitive tasks, unnecessary manual processes or poorly organized information are consuming time and money.
This distinction is important because the program would go considerably beyond teaching people how to write prompts for a chatbot. The purpose is to develop an understanding of how AI fits into work itself.
Consider an employee who spends several hours every week gathering information from documents and manually producing the same report, an office that repeatedly answers the same customer questions, or a business where employees spend substantial time transferring information between systems. These may not require sophisticated AI engineering. They may require someone who understands the available technology well enough to recognize that the process can be improved.
That makes the introductory training useful even for someone who never intends to pursue a dedicated technology career. A small-business owner, administrative professional, educator, healthcare worker, municipal employee, salesperson or manager can become more productive and more valuable by learning how to use these technologies properly in his or her existing profession.
For participants who discover a deeper interest and aptitude, however, that foundation becomes the entrance to a much more specialized career pathway.
Advancing to AI Integration Specialist
The next stage would train AI Integration Specialists: people capable of helping organizations determine where artificial intelligence and automation can actually improve operations and then helping put those solutions into practice.
At this level, the question changes from “How can I use AI to improve my own work?” to “How can I help an organization improve the way it works?”
An AI Integration Specialist needs to understand both sides of that problem. The specialist must be able to sit down with executives, managers and employees, understand how work actually moves through an organization, identify bottlenecks and repetitive processes, and determine whether AI or automation offers a practical solution. The technology is important, but understanding the business problem comes first.
Training would therefore combine business workflow analysis and process improvement with AI implementation strategy, automation platforms, software integrations, APIs, AI agents and the basic scripting necessary to connect or automate systems when appropriate. This would not initially be structured as an engineering-heavy specialization. Instead, it would prepare people to occupy an increasingly important position between business operations and technical engineering teams.
Participants would also learn to measure whether an implementation creates genuine economic value. If an automated workflow saves a company 2,000 labor hours annually, reduces a three-day process to several hours, eliminates costly errors or allows an organization to serve substantially more customers with the same resources, those improvements should be measured.
That is an important part of the philosophy behind the program. AI implementation should be judged by the value it creates, not by the fact that AI was used.
Potential career directions include AI implementation, business automation, operations improvement, digital transformation and technology consulting. Some participants may eventually use those same capabilities to establish independent consulting practices or businesses of their own.
The Second Program: AWS Cloud Infrastructure & DevOps
Youngstown Forward’s second major workforce pathway would address the infrastructure underneath the modern digital economy.
Websites, mobile applications, financial platforms, healthcare systems, streaming services, enterprise software and increasingly artificial intelligence applications all have to operate on physical and digital infrastructure somewhere. A substantial portion of that infrastructure has moved into cloud computing environments, and Amazon Web Services—AWS—is one of the dominant platforms supporting those systems.
The proposed AWS Cloud Infrastructure & DevOps program would be the more technical of the two pathways. Participants would learn how modern cloud environments are constructed, secured, automated, monitored and maintained, with an emphasis on practical work rather than simply preparing for certification examinations.
Training would include AWS services, cloud networking, identity and access management, infrastructure automation, security and compliance, containerization, deployment pipelines, monitoring, troubleshooting and modern DevOps practices. Participants would actually build cloud environments, configure security controls, deploy applications, automate infrastructure and diagnose problems rather than merely learning terminology.
The resulting skills can lead toward careers in cloud support, AWS infrastructure, DevOps, cloud security and infrastructure automation, with opportunities for continued development into site reliability engineering, cloud architecture and other advanced technical disciplines.
Just as importantly, these capabilities are not confined to technology companies. Healthcare systems, manufacturers, financial institutions, logistics companies, retailers, government agencies and professional-service organizations increasingly depend upon cloud infrastructure to operate.
Different Doors Into the Same Modern Economy
These programs are intentionally related without being identical.
The AI pathway provides a comparatively accessible entry point. Someone who has never considered working in technology may begin by learning how AI can improve ordinary business operations and discover an aptitude for something he or she had never previously considered. That person could advance into AI integration and automation, and some participants may eventually move further into programming, cloud infrastructure or AI engineering.
The AWS Cloud Infrastructure & DevOps program provides a more technical pathway for people who already possess an IT foundation or demonstrate the aptitude and interest necessary to develop one.
There will naturally be overlap. AI systems themselves require infrastructure, security, APIs, data systems and deployment environments. Cloud professionals will increasingly encounter AI workloads, while AI integration specialists will often work alongside engineers responsible for the underlying infrastructure. Participants should be able to move between these disciplines as their abilities develop rather than being confined to an artificial boundary between them.
The larger point is that there should be multiple doors into the technology economy. Someone should not have to become a software engineer to benefit economically from understanding AI, while someone with strong technical aptitude should have a pathway toward considerably deeper engineering skills.
Workforce Development as Economic Infrastructure
The larger purpose of this initiative is not technology education by itself. It is economic development.
Youngstown should continue competing for employers, development projects and private investment, but a city can also build an asset that is considerably harder to reproduce than an incentive package: human capital.
A region with a growing concentration of people who understand AI implementation, business automation, AWS, cloud infrastructure and DevOps becomes more useful to existing businesses and more attractive to prospective ones. Local companies gain access to people who can help them modernize. Entrepreneurs gain a deeper pool of potential employees and collaborators. Organizations that currently purchase specialized technical expertise elsewhere gain an opportunity to obtain more of it locally.
There is another economic advantage that is particularly relevant to a city such as Youngstown. The market for these skills does not stop at the city limits.
A Youngstown resident who provides technology services to an employer or client in Cleveland, Columbus, Chicago, New York or elsewhere in the country can earn income from the national economy while continuing to live in the Mahoning Valley. That income can then circulate locally through housing, restaurants, retail, contractors, professional services and other businesses, while also contributing to the local tax base.
In economic terms, the skill itself becomes exportable.
The effects can compound further. One participant becomes an employee. Another becomes a consultant. Another eventually starts a business. A local manufacturer finds someone capable of automating an inefficient process instead of purchasing that expertise from outside the region. A small business learns to use AI to compete more effectively. A healthcare organization finds qualified technology talent locally. None of these outcomes alone transforms an economy, but enough of them accumulating over time begins to change its underlying capacity.
That is the kind of economic development Youngstown Forward wants to pursue: not another short-lived program measured by attendance numbers or the number of certificates handed out, but an effort whose success can ultimately be measured in skills acquired, careers created, incomes increased, businesses improved and economic value generated.
Youngstown’s economic history was built by people who knew how to make things, operate complex systems, solve difficult problems and create value. The technologies are different now, but the economic principle remains remarkably familiar.
If we want to build a stronger Youngstown economy, one of the most durable investments we can make is increasing what the people of Youngstown are capable of doing.
The purpose of this initiative is to begin doing exactly that.
